Javits Center New York Freight Guide for Exhibitors

The Javits Center has some of the strictest union labor rules in the country. Here's what every exhibitor needs to know about freight, drayage, IATSE jurisdiction, and move-in logistics before your New York show.

The Javits Center is New York City's primary convention and exhibition facility — 760,000 square feet of exhibit space on the west side of Manhattan, hosting events like New York Comic Con, the International Auto Show, BookExpo, and dozens of industry trade shows annually.

Javits has some of the strictest union labor rules and highest drayage rates in the country. First-time New York exhibitors are regularly surprised by the cost. Read this before you book your freight.
And navigating Manhattan logistics — truck routes, dock scheduling, marshaling — requires specific knowledge that first-time exhibitors often lack.

The Javits Center Campus

The Javits Center is a single-building venue with expansion space added in recent years, including a rooftop pavilion and expanded meeting levels. The main exhibit halls are on the ground and upper concourse levels.

Unlike LVCC or McCormick Place, Javits is a single facility — so you do not need to worry about delivering to the wrong building. But the dock situation is complex: the venue has a limited number of loading bays for a facility of its size, and during peak move-in periods, dock access is highly controlled.

Who Handles Drayage at the Javits Center?

The Javits Center operates with in-house labor under IATSE Local 829 for most material handling functions. For many shows, the GSC is either Freeman or an event-specific contractor — check your Exhibitor Services Manual (ESM).

Drayage rates at the Javits Center range from $120 to $220+ per CWT, reflecting the high cost of New York union labor. For a 2,000 lb booth shipment at $160/CWT, expect $3,200 in drayage — separate from transportation.

Union Labor Rules at the Javits Center

The Javits Center operates under strict IATSE jurisdiction. The rules are enforced without exception.

What exhibitors can do themselves:

  • Set up and dismantle your own display using your own company employees
  • Carry items by hand — no mechanical assistance
  • Plug in your own electrical equipment if it is a simple cord-to-outlet connection
  • Operate your own computers and AV equipment

What requires union labor:

  • Operating any forklift, pallet jack, or mechanical lift
  • Using hand trucks, dollies, or carts
  • Unloading or loading at the dock
  • Moving freight from the dock to the show floor
  • Any rigging, hanging, or overhead work

⚠️ Watch Out

At Javits, using a hand truck — even a small one with a single case — triggers IATSE jurisdiction. Your booth staff must know this before they arrive. Violations mean fines and forced re-do at union rates.

New York City Logistics: What Makes Javits Different

Beyond union rules, the Javits Center presents logistical challenges that are specific to Manhattan.

Truck routing restrictions. New York City has strict rules about commercial vehicle routes. Oversized trucks may not be permitted on certain roads. Your carrier needs to know the approved approach routes to the Javits Center dock — not all carriers have this experience.

Limited marshaling capacity. The marshaling yard for Javits is off-site. During large events, your driver may wait significantly longer than at venues with on-site marshaling. Direct-to-show delivery at a major Javits event can mean a 4–10 hour wait.

Dock scheduling windows. Dock assignments are time-specific. A carrier that misses their assigned window may be turned away and rescheduled — adding hours or days to your setup timeline.

Traffic and timing. Manhattan traffic is not predictable. A driver who plans to arrive in a 2-hour window may be delayed by 45 minutes in traffic and miss their dock slot. Build buffer time into your logistics plan.

Advance Warehouse for the Javits Center

The advance warehouse for Javits Center events is located in the New York metro area. The exact address is show-specific — always pull it from your ESM.

Advance warehouse window: Typically 2–4 weeks before move-in, closing 3–7 days before the show. Check your ESM for exact dates.

Why advance warehouse is especially important at Javits:

The combination of limited dock access, Manhattan traffic, and direct-to-show timing constraints makes advance warehouse delivery the significantly safer option for most exhibitors. Freight that is staged at the advance warehouse before show week avoids all of the above complications.

For any Javits show with more than 500 exhibitors, advance warehouse is strongly recommended unless you have a specific reason for direct delivery.

Drayage Cost Planning for New York

New York drayage is at the top of the national range. Budget accordingly.

These are transportation-separate estimates. Actual drayage is based on certified weight at the advance warehouse or dock.

Special handling surcharges at Javits apply to:

  • Uncrated or padwrapped materials
  • Oversized single pieces
  • Rigging and overhead hanging
  • Items requiring specialized equipment

Return Freight After the Show

Move-out at the Javits Center follows the same union rules as move-in. All freight handling — from show floor to dock — requires IATSE labor.

The process:

  1. Dismantle your booth and repack crates
  2. Apply outbound labels (same format as inbound)
  3. Complete your Material Handling Agreement (MHA) with the GSC
  4. Freight is moved to the dock staging area
  5. Your carrier picks up during the designated outbound window

Important: Outbound pickup windows at Javits are controlled. Your carrier needs to be pre-registered and scheduled before the show closes. Walk-up pickups without prior scheduling may be delayed significantly.

⚠️ Watch Out

Storage at Javits runs $50 to $150+ per piece per day — among the highest in the country. Pre-schedule your outbound carrier before the show opens. One unplanned extra day for a multi-crate exhibit costs $1,000+.

Common Javits Center Freight Mistakes

Using a hand truck without union labor. It violates jurisdiction. The fine and re-do cost more than the union labor would have.

Booking a carrier without NYC experience. Manhattan routing restrictions, dock scheduling, and marshaling location are not standard knowledge. Use a carrier who has shipped to Javits before.

No outbound carrier pre-scheduled. Javits storage is expensive. Pre-schedule your return carrier before you fly out for the show.

Underestimating drayage. New York is the most expensive drayage market in the country. Build the full cost into your budget before committing to booth space.

Missing the advance warehouse deadline. Direct delivery at a Javits show during peak move-in can mean a full-day wait at the marshaling yard. Hit the advance date.
